Dear Members of the Potomac Chapter of the MDSPE,

We have an exciting topic, Background and Status of Software Professional Engineering Licensure, presented by Steven A. Arndt, PhD, PE, Chair of the Maryland State Board for Professional Engineers.

Software has become a pervasive component of many systems, devices and tools. In cases where the failure of the software can lead to a risk to life, health, or property then the development of the software falls under the practice of engineering and must be performed by a licensed engineer with knowledge in the area of software.  After extensive discussions of the appropriate body of knowledge the NCEES and State Licensing Boards began offering the PE Examination for Software Engineering in 2013. State Licensing boards are responsible for determining where this risk differentiation lies within their jurisdictions and how Software Engineering will be regulated.

Speaker Biography:

Steven A. Arndt, Ph.D., P.E.

Steven Arndt is an internationally recognized expert in the field of nuclear engineering with experience in nuclear power plant simulation, severe accident analysis and nuclear power plant instrumentation and control.  In his more than 30 years in the nuclear industry Dr. Arndt has worked as an educator, consultant and regulator including extensive experience in Russia and Ukraine leading the United States support programs to the states of the former Soviet Union following the Chernobyl accident and as part of the Nuclear Regulatory Commission (NRC) response to the Fukushima accident.

Dr. Arndt currently served as the Treasurer of the American Nuclear Society and is currently a member of the U.S. delegation to the International Electro-technical Commission.  Dr. Arndt is a registered professional engineer and was appointed by Governor Ehrlich in 2006 and again in 2011 by Governor O’Malley to the Maryland Board for Professional Engineers, where he currently serves as its Chair.   In 2012 Dr. Arndt was named the Federal Engineer of the Year by the National Society of Professional Engineers, the first engineer from a regulatory agency to ever be awarded this honor.

Dr. Arndt holds a B.S. in engineering physics and a M.S. and Ph.D. in nuclear engineering all from The Ohio State University, where he was honored by the faculty of the College of Engineering in 2004 as a Distinguished Alumnus.  Dr. Arndt also holds a M.S. in reliability engineering from the University of Maryland.  Dr. Arndt is a Fellow of the American Nuclear Society, the American Society of Mechanical Engineers, the American Association for the Advancement of Science and the American Society for Quality, the first person to ever hold the fellow rank in all four of these societies.  In 1996, he received the NRC Meritorious Service Award for Engineering Excellence.  Dr. Arndt also serves as a Colonel in the Maryland Defense Force, a volunteer uniformed state military agency and one of the four components of the Maryland Military Department.  Colonel Arndt is a past Commander of the 121st Maryland Engineer Regiment.

MDSPE Potomac Chapter Meeting. Topic: Anacostia River Tunnel Project For our September meeting, we are excited to have a tour arranged of the Anacostia River Tunnel Project in Washington, DC.

This will be a surface tour only due to the limited space in the tunnel. We will meet at 6:00pm on Wednesday, September 14, 2016 in the project conference room located following the directions in the attached maps.

Pizza and drinks will be provided. Cost is $20/person.  


You will need steel toed boots, hard hats, glasses and a safety vest.  Please bring your own PPE as the they only have a limited supply of hard hats, glasses and safety vests available at the project site.


Our host will be Philip Colton from the Impregilo/Healy/Parsons JV.

 Dinner meeting, November 18, 2015, 7 PM.
This dinner meeting promises to be another interesting and unique presentation. We are delighted and extremely fortunate to have Dr. Michael L. Scott; PE, President of ADOJAM, LLC as our feature speaker. The topic of this presentation will be:

“Advanced Ground Penetrating Radar Capabilities to Meet Increasing Civil Infrastructure Evaluation, Preservation and Asset Management”.

Our Aging civil infrastructure requires new, strategic tools to enable effective allocation of resources to address problems that emerge over time. Recent improvement in Advanced Ground Penetrating Radar (A-GPR) capabilities enables efficient, cost effective and accurate measurements to evaluate civil infrastructures. Presently, large areas can be quickly scanned and analyzed with A-GPR to obtain detailed as built subsurface information in three dimensions. Diverse A-GPR application includes quality assurance, repair scope, and optimized asset management. Dr. Scott will discuss AGPR principles, example results and anticipated future applications.
